This only occurs if the send_date and the next send_date are the same due to choosing the 3rd saturday of the month, when today is the 3rd saturday of the month, for instance. It checks the current month for the 3rd sat of the month, and will choose that as the next send_date if it hasn't occured yet, but doesn't exclude the same day, i guess.
